Bruce Turner

Bruce has extensive experience as a management consultant, project manager and technical advisor, with expertise in property valuation, tax assessment, and strategic planning. Following a distinguished career at BC Assessment and completion of an MBA, Bruce founded Heuristic Consulting Associates in 2002, providing expert advisory services to private and public sector client in Canada and internationally. Contributions to Indigenous communities include acting as policy and technical advisor, helping establish property tax bases and acquiring land for economic development. Bruce assists in developing compensation strategies, emphasizing procedural fairness and maintenance of harmonious relationships for long-term success. He has also led major consulting assignments for municipalities, provincial ministries and international consulting organizations, focusing on best practices in property valuation, risk assessment, and policy development. Bruce has authored and delivered senior-level course materials for the University of British Columbia. Beyond UBC, his published works consider such topics as valuation methodologies, adapting valuation to an Indigenous context, climate change, governance, future of work, and capacity development in developing countries.
